Singapore Expands Foreign Worker Policy: Removes Employment Period Cap, Raises Age Limit, Adds New Source Countries
Singapore opens its doors
Growth through foreign skills
Singapore announced significant changes to its foreign worker policies on March 6, 2025, removing the maximum employment period cap and expanding source countries in a move to address workforce needs [1][2].
Starting July 1, 2025, work permit holders will no longer face the previous 14-26 year employment period limit. The maximum employment age will increase from 60 to 63 years, aligning with local retirement age [3].
The Ministry of Manpower (MOM) will add Bhutan, Cambodia, and Laos to its list of approved source countries beginning June 1, joining existing sources including Bangladesh, India, Myanmar, and others [1].
'Without access to foreigners, the company and its jobs may not even be in Singapore to begin with,' stated Manpower Minister Tan See Leng, addressing concerns about foreign workforce impact [3].
Statistical evidence shows balanced growth, with EP and S Pass holders increasing by 38,000 over the past decade while resident PMETs grew by 382,000 - a tenfold difference [1].
The policy updates include raising S Pass qualifying salaries from SGD 3,150 to SGD 3,300 starting September 1, with higher thresholds for the financial services sector. The Non-Traditional Sources occupation list will expand to include cooks, heavy vehicle drivers, and manufacturing operators [2].
As of June 2024, Singapore hosted approximately 442,900 work permit holders in construction, marine shipyard, and process sectors - 17% above pre-pandemic levels [1].
